Sashulea, You need to initially run with accounts that have priviliges to add the performance counters, and create the Event Logs. After you run a request with these elevated permissions, once for each Transport (eg, WSE3/HTTP, WCF), all the necessary counters will be created. After that, you should be able to run without issue. i have some errors (access denied) in PerformanceCounters sections of your code. do i need any special configuration in their security? i'm using Win2k8.
